I've never used steam with UT 2k4 but Im quite sure it has nothing to do with steam account. Im not sure if there is any hardware banning system (I doubt). I pretty sure you are IP banned. So fI would start with you IP. If you have dynamic IP you could reboot your router to get new one (they can ban whole mask so it might not work either). If not, you will have to find good VPN.

Yea, there is no password. But there is something called UTA-AuthCP12.u. In free time Ill look into it.

For now, you can try change your computer name or you can try install fresh UT somewhere else to see if it doesn't save some GUID in one of the ini file.
If it won't work, try connect via VPN.
