Is it same as UT99 (USCRIPT)? Is it easy to code with?

I would like to code hacks for it! Since none are available yet!

As far I know it is written in C++. There is no more UnrealScript. Everything is in C++.

No, now we are using the C ++ language, howerver, not much different from USript.

Definitely the tool on Unreal Engine 4, but there are also other programs coding that allow you to create mods for this the particular game (VS, etc...)

Not exactly, there are already available the payment hack ..by Anelok, but nothing spectacular, only exploits..
